From Turf Battles Wiki

As you level and kill monsters out on the fields of Ladianes and Veros, you will occasionally find special items called Wind Flowers occasionally drop from all sorts of monsters. Later, once you level up past 100 and experience the East Ladianes area, you will begin to find Bloody Elements instead of Wind Flowers. All of these can be traded to special NPCs;

• Shelly Shine: by the Northeast Gate of Veros Castle (Wind Flowers)
• Luan: top of Vylock Supply Unit, closest to the large wooden tower (Bloody Elements).
